Most shuttles have a 360 Omni and Torp. You are forgetting however that these things turn on a dime, and it doesn't matter whether the have DBB, DHC, or Dual Torps, you're gonna be able to fire regardless. You're also forgetting that most shuttles don't have any offensive capability in the TV canon either!

I believe the known exceptions to that rule (on the show...no reason retrofitting couldn't have happened by the 25th century) are the Danube runabout and the Peregrine fighter. The Delta Flyer may also be armed but I didn't watch enough Voyager to be sure.

Shuttles are STO's minivans -- the aft section is usually occupied by a big cargo door, hence not leaving much room for weapons.

The T'Varo is doable even if it takes time, the Mogai should be avoided though.
Get a bit into the wrong direction during the decoy fight during Operation Gamma though, you may draw the aggro of a regular Jem ship. But then again, every other outcome from that than "Boom" start anew (or maybe a succesfull runrunrungofasterdangitrun) would not be fitting at all.
