Yeah, that's been around a while - at least three years just that I know of personally - certain options, especially after one uses some of the 'presets', such as tops and pants or gloves and various 'armor' pieces end up locked together and changing one changes the others whether the player wants it or not.

If it's happening on the blue side then they might fix it, but if it's still just the red and green sides then forget it, the sad reality is the tailor is one epic joke, and has been like that since at least F2P as that was when I started playing.
Simple example of how badly broken it is, Seven of Nine's outfit is meant to be Fed female only, yet my KDF allied Rom females can wear everything except the the implants on the head.

Actually, that part's not broken, at least not entirely (I'm still not sure, personally, about the implants) - this past summer, 2015, they unlocked certain previously Fed-Only parts for KDF and Rom; Seven's outfit and boots, the Mirror TOS sash, the Bajoran belt, etc., as well as some other previously-species-restricted items becoming open to everyone of the appropriate faction (such as Nausicaan and Orion belts being made available for Gorn and Klingons) or being added to Off-Duty in addition to Uniform (mainly the Romulan Wraps and Fed TOS Medical 't-shirt'). That along with the year's new swimsuits and such was part of what caused the tailor to go buggy and make arms and legs and such disappear over the summer.
