Duplicate RCS consoles?

I'm crafting a lot of RCS consoles and was struck by the ones shown in the included picture. Apart from their modifier, they appear identical. Have the [Em] and [+Emit] modifiers been added to the game, doing the exact same thing or am I missing something obvious here?

I hope there aren't 2 modifiers that do the same thing. It means higher chances of getting emitters. @borticuscryptic would have to look at the tables to check on the modifiers and see if there are any dups.
