To a degree. Player skill comes from maneuvering to use the speed of your Mech relative to distance to the target Mech and terrain effects while taking into account the weapon compliment of your Mech (distance limitations and special rules). Naturally, you want it be easier for you, and harder for the opponent, to score a hit using modifiers to a base score (Gunnery Skill).
So, after the calculations, it IS a matter of luck. Yet, on two D6 dice used, the challenge is to make your "score" as low as possible in order to increase the chance to roll equal to or higher than the score. Getting or keeping that score low is based on player skill.
I am not opposed to randomization in general. I don't want to play chess.
But even if you optimize your chances, you still get something like "Oh, look, I hit your right arm that doesn't contain anything important." while the other side gets a lucky head shot. The variance you get even if you optimize your play is just too big.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
Well, that could be said toward any game that uses dice to resolve an event.
Even in Monolopy: if you never land on Park Place in a game (by chance), then you were either unlucky enough not to buy the land and lucky enough not to pay the rent. The player skill comes before the dice roll: should I buy now or wait for later?
Maybe it depends on point of view: that wasted right arm hit will add up later. It's almost beautiful how quickly a game can end depending on either chance or cumulative attrition.

Aw snap, no. Hell no, so Monopoly was a terrible example, and yet it is player strategy/tactics to decide when to buy or pass the open property. But that's about as far as that goes, I guess.

Tactics comes in with the fact that the arm hit may also compromise torso armor or even cause more damage if by chance that arm had ammo in it for a projectile or missile weapon. I'm pretty sure cooking off the missiles before they're launched would classify as a nasty hit. Also... can't punch with a dead arm if you got Elementals crawling on you.

Bad luck can ruin tactics day, but over a few games, playing the odds and tactics successfully will see you more victories and doing better over more rounds. (Though watch that floating critical rule, fun as it may be, nothing can kill you faster than a couple lucky rolls taking out the pilot on an otherwise intact Mech).

lol That just reminded me of something that happened to me one time in MechWarrior 3. Took a default loadout Supernova and tried to Alpha Strike an enemy mech.
Um...
Well... lets just say that the Supernova went... Supernova.
I blew up from the heat overload of firing all the weapons on that mech. No heat overload forced shutdown. Just pull trigger, go boom.
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

Going to have to stick with my roots in Clan Steel Viper here. It's been CSV for me since 3056 MUSE back in the early 90s. Yeah, yeah, I'm old school. But that doesn't mean I miss dial-up speeds, login caps, and night-long "RS" battles ruined by server crashes.
