All Instances of Power Plant bugged.

Ok, the situation is that it indicates that the shield has been lowered when it has not. Our team had one that appeared to be good and as soon as we attempted to start it ... It Failed! As in the shield did not lower. And the first set of Drones were not released.
We then checked the other room in that instance. And we changed instances and checked those. After that we went to the City to do it and returned. However the Power Plant was still bugged. And many of us can't just wait around for hours at a time for it to "reset".
This is not the first time I've seen this either! More and more frequently the Power Plant is bugged and the City works. But I've never had a run before where we could not finish because the Power Plant was bugged. Its just not right!
And it wouldn't make me so ANGRY! if the City part of this map wasn't bugged. And been bugged for as long as I can remember. Why is it that you people can't fix this stuff?

Pretty sure they can fix it, but won't for whatever reason. They're very... cryptic... about their to-do lists.
