Romulan captains do not get doff missions that offer buffs

Basically my Romulans do not get the same % of doff missions that offer buffs upon critical success. I will try to keep track of which buff mission that are offered. So far over 9 captains
Romulans (3) -- 0/7 -- 0 buff missions offered during 7 hours
Fed (3) -- 6/11
KDF (3) -- 5/5
