Is there even a way to play actual Science Gameplay (CC, Debuff etc.) and not be laughed out of the room?
What would a DPS Build be with Drains and Cc? Is there even a possibility?
A Hybrid Flow Caps/Part Gen build using the dual stat consoles from the Research Lab. Add in a Deteriorating Secondary Deflector. Using a Scryer as example: Tyken's Rift 3, Energy Siphon 2, Destabilizing Resonance Beam 2, Torp Spread 2 with either Gravimetric Photon or Plasma Particle (for more particle damage) or Neutronic (more drain). Part Gens buff the DoT from a sec def and Tyken's 3 + Sec Def does more damage than Grav Well (see note below) while sapping many targets to immobility. The Proc on the Grav Torp and Plasma Particle torps bypass shields, as does the damage from DRB and Tyken's; Deteriorating Sec Def damage has 50% shield bypass. Combine that with the Scryer's built in Sensor Analysis, Gather Intel, Subsystem Targeting (mainly Shields and Engines) and it's optional Sensor Probe Swarm, it can lay down some major debuffing.
Another Option is a Part Gen/Grav Gen with some thing like the Dauntless/Dyson Destroyer. Grav Well 3/DRB2 or DRB3/GW1, Ionic Turbulence 1, Torpedo Spread 3, Attack Pattern Beta 2 and Gravimetric Torps can do extremely heavy damage to group of targets.
Note: Grav Well and Tyken's are still poorly coded. Only Applies the Sec Def to the main target, the one used to center the effect when activating. They still do not crit; the game rolls a crit on them, but they always have crit severity of zero for no bonus/crit damage in the end. DRB is a target centered AoE that crits properly and applies the Sec Def to all in AOE, it is a powerhouse with a Sec Def, nearly doubles it's damage.
The lack of rom sci ships bothers me to no end and to be honest I am surprised they did not release at lest one, especially after introducing secondary deflectors ...

A "Science ship" has Sensor Analysis and Subsystem Targetting, and can slot a secondary deflector. Science flavored Scimitar and Pilot ships- no. The Fisher Price destroyers...ugh.

See the SCI pilot and the Tulwar scimitar are not SCIENCE ships as they are missing key features that would make the a SCI ship. And what if you MISSED the Dyson event because either you didn't do or you're new to the game. While the Dyson ships are SCI ships I don't count them as a full SCI ship, not saying that they're bad ships but they aren't pure. I think what the OP wants are pure romulan SCIENCE ships to lay waste to all the things.

SCI is favorite flavor ship in the game and yes you can do ridiculous amounts of shield penetrating damage. You just have to remember that it's your deflector dish that does the damage not your beamz (although they can still help).

Toss in 3 Krenim boffs the grav gen part gen sci consoles from fleet lab and get the Solonae deflector and you have 1 mean ship. Currently running a 450 PartG and 225 GravG build with GW 1/SV1/DRB1&3/2×TBR1/EWP1/Iso cannon/t5 nuk rep for my exotic damage skills mix em all and watch stuff go boom
Dauntless is baaaad. Too little engineering, too heavy on tactical, the intel hybrid is in the worst possible slot, the science lieutenant.
If you have/use the trait "All Hands On Deck", the Dauntless is very good. I love having the extra tac boff abilities, not to fly it like an escort, but to keep my Sci abilities at or near gcd. Each tac ability lowers my sci boff abilities 10%. It works every 5 secs, so you make good use of the extra tac.
I put 2x TT bound to space bar, and my exotic abilities keep humming. Rest of tac is used for torp support.
*Edit - As an added bonus, AHOD also lowers my capt. abilities 5%, which is good in general, but the combination with the trait Photonic Capacitor, it about doubles my uptime on Photonic Fleet.

The devs made a nice change on the Terran set for sicence. The flow caps at epic are now +40 and then there is that nice 2 piece bonus. Seems like the best set for any drain focused captain now.
