Can't skip House Pegh - Is This A Bug?

Ok, I'm not sure whether this is a bug or not. I'm hoping it's a bug. I can't skip House Pegh. The button is greyed out and I can't hail the next mission. Both episodes are lvl 60 and so am I. I submitted a bug report but it simply disappeared. Is this a bug? If it is, I hope it gets fixed soon. I really hate House Pegh. If it isn't, could someone explain to me why? I can understand missions like Circles Within Circles or Escalation being unskipable, but this isn't just a quick mission that's introducing you to something. Thanks!
