So if that is the case what about us? The ones who are newer and dont have the fancy ships? Is spend money the answer?
From first glance on tribble every ship can be used and there are enough missions with low requirements to grow slowly.
One can also earn space ship doffs from assignments similar to earning doffs. When it first happened i thought i got a full scale T6 pilot ship from an assignment, but sadly it was only a "ship doff". Still, it does allow every player to grow the amount of available ships for admiralty missions.
Are those the temporary use ships?
Cannot say for certain since the system was only released yesterday on tribble, but it appears that those "ship doffs" are similar to doff rewards and thus permanent unless deleted

This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

I have. It was the "Investigate last known location of lost ship." mission. (ENG=30,TAC=20,SCI=55). The ship has the "x1" in it's name. One use ships, is how I understand it.
There are some 1x-use ships in the system (seen in the first UI picture with the "(1x)" in its name) ... those may end up being tradeable. But not the standard A-Ships you have access to.

Personally, I think new players or casual players do get hosed by the new system since they are more likely to have common ships than C-store ships and Event ships.
But as stated above, there is one small advantage is that common ships have 10 minute cooldowns. But they can only be used in short 15, 30, 45 minute missions since the good missions have higher requirements that's only accomplished by higher raritys (mainly Fleet Quality).
However, there is a small chance you can score High Quality Rarity Cards without having to buy C-store, Fleet, Lobi, or Lockbox Ships. My Klingon test character last night scored a T6 Elachi Sheshar Dreadnaught Card from a mission. So while it may be a slow start, what's to say a year from now even F2Pers will have dozens of Very Rare or Ultra Rare Ship Cards without having to buy any Zen?

Even if it is 1-time use card, it still means players of all types can earn quality ship cards to help them further. So it's not entirely a lose-lose situation.
I've seen prices range from 100 dilithium to close to 40k XP, large sums of EC etc.
Those amounts say little since the system is only recently released on tribble for testing.
According to Borticus, completing the KDF campaign gives 30k ore.
You can use any ship. If you want more ships quick, just hoard dilithium and get every free ship you have access to. Mirror ships are now a bit expensive, but still within reach to buy with a couple of days of EC grinding through doffing and R&D stuff selling.
That would be about 1,133,000 dilithium (870k if you didn't dismiss your free ships) currently most cheap lockbox ships are at 2M and rising fast and they where selling for about 400k before the admiralty system was announced, best guess, lockbox ships will rise to 5m-10m within the next 2-3 months.
I really hope they create new ways of earning ship cards, winter event would be a great time to start.
Supply and demand + greed...would you expect any less? Now that they mean something besides more than a skin they're likely to be costly...

I don't see how new(er) players could get screwed over here. The Admiralty System does not appear to be required to play STO. At least in its present form. This may change later on. Until it is a required part of playing STO, I have no intention of using it.

Just re-import the char.
Did that. Also found the Vestas still get purchased as boxes, so that's even more ships to mess around with... I can't recover the type 10 shuttlepod I deleted on live... because I figured it was replaceable, but, it's not like I ever use anything besides the Delta Flyer, so no real loss there.
It's still a shorter ship list than I'll have on live when this hits. But, for players who don't have a huge backlog of extra C-Store ships, and don't have access to many ships outside of their specialization, it could be a little rough. Newbies are less likely to make that mistake. Also, they'll get to keep the cards, for ships they decommission after they get access to the Doff system. Which is something us old timers don't get.
Newer players are no more screwed over it than over the doff system. In the beginning it was slow too, three years later I make a fortune out of it each day where new players can only dream about.

I usually hit daily refinement cap on a char after just 2 PvE (10-15 mins) and the last time I visited Defera for fleetmarks was 1,5 years ago. If we don’t get a new specialization within the next 2 weeks spec points on some of my toons will start to go to waist. I have build starbases and refine over 70k dil each day.
If the new admiralty system is anything like the doff system every player, new and old, should celebrate and appreciate it. New players won’t score high tomorrow but if they stick to the game they will get ongoing rewards leading to a FAR less grindy game most players would think.
