The Romulan Navy Armor boosts the damage of secondary firing modes by 50%, but it's bugged. It's also boosting the damage of primary attacks. As a result, it's far and away the best armor in the game for damage purposes.
I'd hardly call it "the best", seeing as it really depends on what you're going for.
Regardless, this is clearly bugged, and it seems to its detriment. I'll get it posted up on the Operational Support Forum.
The Romulan set already has numerous damage perks integrated into it. The Kit increases Plasma damage by 20%. It also adds crit chance and damage. Then you add the bugged 50% damage boost from the armor. Finally, the 2 piece set increases damage by 10% while aiming, and increases crit damage by 30% while crouching!
Add the fact that the Plasma Wide Beam Rifle which you can purchase from the New Romulus Away Team Vendor in the Commander Center is a monster of a weapon in of itself. It can be purchased at Mk 1 common, making it easy to upgrade as it doesn't suffer the penalties rep items do from being upgraded. It's account bound, making it easy to trade between characters. It's secondary fire mode hits up to 5 targets for an exploit attack, making it on par with the Dyson Proton Rifle and Delta Elite Compression Rifle.
Basically even if the set weren't bugged, it'd be outperforming every other ground set!

The two piece increase energy damage resistance by 10%, not the damage. Don't get me wrong this is great if you're doing a base damage-centered energy build but even done right this would put it on par with other dps style builds, the number of ways to do damage on ground are numerous, crit builds proper and indirect damage builds for starters.

I no longer do any Bug Hunting work for Cryptic. I may resume if a serious attempt to fix the game is made.
The entire reason I decided to get the set in the first place is BECAUSE of the damage it does. I even went so far as to get a Romulan Plasma Split Beam to pair with the set. That is my primary set, and it will be for the foreseeable future.
After looking at the pieces and set bonuses, I agree they do have their merits but it all comes down to your play style. Considering how we (and by we I mean the trade consortium fleets) tend to run grounds, we'd be losing out by running this set, the armor I use when running in a pre-made fleet team grants 80% crit severity all the while. Granted it loses out on some of the other stats, but when I'm capable of hitting for well in excess of 3k, and the health regeneration rate that I get from my shield partially makes up for it.
In my opinion, there's only two missions in which the the couching bonus would be of benefit and that would be Self Destructive Tendencies and parts of Cure ground. All the others involve being able to run and gun to much, whilst crouching in missions such as Bug hunt and Brotherhood of the sword leave you open to getting killed to easily if not with a single hit when fighting some of the Heralds. Not to mention that if memory serves the Borg have an innate resistance to both phaser and plasma based weaponry. Now I could be wrong on those two points and feel free to correct me if I'm wrong.

Yeah...I've been using Fleet Integrated Targeting armor since they came out. Best armor to use. But the Romulan 2-pc is no slouch and the Romulan shield is 2nd best in-game imho.
Another time where crouching is helpful would be in NP:TTE.
