Andoria is pretty boring as it is. They should set the Winter Wonderland event on Andoria sometime. It would give them a reason to make a new map, the same way they did Risa.
People been suggesting that since the they added Ice Skating in the Winter Event. For some reason, Cryptic just doesn't want to follow through.
Andoria also could benefit from actually implementing these PvP areas, be fun for player-hosted tournaments. Klingons could get their own on Forcas.
I would like to see something unique for Andoria though, as far as the mission aspect of it. New Romulas, Nukara , even Nimbus has missions that are specific to their areas which can be visited 365 days a year. It would be nice to see other areas follow that same direction and not just Andoria although I am only saying this as a place to start.
As far as the canon/non canon issue I brought up was only because that usually is a concern for some players but I myself don't think is a big issue considering that the developers would have the final word on any missions presented. The intellectual property issue I would also consider to be a non-issue if the developers wanted to use aspects of a foundry mission for the game. I mean if it was pursued in a contest venue then there really should be no fear of someone deciding to pursue legal action for this type of thing.
At any rate I am no lawyer so it would not surprise me if I was in the wrong and it is a subject that has probably been covered by Cryptic's own legal department where most likely we are not privy to (although if a developer could shed some light on this that would be pretty cool).

This is irrelevant, Cryptic cannot make Foundry missions as their own missions because of several factors, one being intellectual property and no, you cannot waver those rights.
You're right, you can't waive them, and that's why Cryptic can use UGC material. The EULA for the Foundry explicitly states that all submissions become Cryptic intellectual property.

As for the Tellarites, there's almost nothing in the canon about them, other than loving to argue. Cryptic would have to either make it all up or dig into the ENT Relaunch books, and I'm not completely certain what the current license says about novel references. (@pwlaughingtrendy, think you could step in here?).
I believe it has been stated that Cryptic can use anything from any of the CBS controlled stock in Star Trek. This is limited to the TV shows and some of the movies. Books, comics, graphic novels, other Trek games, and the new Star Trek movies can't be used. Only exception are the Luna and Vesta classes. The Luna has been in since launch. I do not know what they had to do to get her included. For the Vesta, they had to jump through a mess of legal hoops to get to use it. It was very time consuming and expensive (I am sure). I do not suspect they will do any more from books any time soon.

Forgive me , but is what you state is based on a canon/no canon position? I only ask this because I could see this as one of the reasons why some players would not a mission that was originally designed by a fellow player. As far as I know though the only difference between a developer and a player made mission is that one is getting paid to do it and the other does it for free (or possibly with a prize reward if it is possible). Canon is entirely irrelevant, as everything in STO is non-canon by definition. Cryptic as well as the player fan missions can make anything up as they please. I however refuse to accept player generated content as a substitute for the actual game developer's content. The quality of the missions is also irrelevant (although there's a huuuuge amplitude in that department).

Why andorians specially, why no Vulcans or Tellerites as well?

Naussicans need more complexity then just being pirates or even more depth to the gorn, heck Orions needed it as well.

Actually you may have a good point and added to it something else I was thinking of, outside the story arcs STO doesn't hvae a quest system other than visiting some random planet and doing the patrol. What if they added question to the game, this would give them the opportunity to develop more content for the lesser races that are part of the fed and the kdf factions. I too believe that the nausicans and orion and gorn need better back stories than the little we have now. And these quest are for those who would interested in doing them, not mandatory for all and the rewards shouldn't be ground breaking in anyway, maybe race specific to whichever quest you do.
I would love to see further development of Andoria, including enabling the Ushaan Zone for ritual dueling to allow challenges by non-player characters.

I agree fleshing out the Founders of the Federation would be awesome and if they can do it by introducing their worlds to us even better. I guess the thing I would wish for most is fleshing out all of these worlds in a way like New Romulas, Nimbus, Nukara, hell even Defera is.
Ok, there can always be more content we would like to see in any of these worlds, but look at Earth, Andoria, Vulcan, Qo'noS. You have Andoria which is basically an abandoned wasteland, Vulcan has I think one or two missions and that's it, and Earth and Qo'nos is basically a garage for your characters to fix their boff's clothes and ships (I know some more stuff too). The only place you get to go to on Earth is Starfleet Academy and that's it same as in Qo'noS, just First City and that's the only place you can transport on the planet.
I do think that Cryptic has a great opportunity to make the planets we pass by become a place we would like to stop by for a while and explore.
