This trait is triggered by attacks much like radiant detonation, however the amount of kinetic dmg applied is always the same regardless of any +all dmg buffs one may have applied. Therefore whereas the maximum hit from omega graviton amplifier is always 751.4, radiant detonation can go as high as 5k since it is being properly affected by buffs and tactical abilities.

Yeah...this is something they probably don't care about fixing.

Aside from the abysmal proc rate for low RoF weapons, nothing boosts the damage.
