As others have commented i believe the OP has a poor understanding about GW and the mechanics involved.
Something i would like to see is an additional effect against ships with a singularity core.

Would a harnessed quantum singularity not be effected by large outside gravitational forces?
Some additional DOT effect against warbirds would be nice or perhaps a GW could disable the singularity jump.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

    Right, same here.

Why change one if not the best sci boff power available? You have so many others which could use a buff.

My gravity well pulls in everything near it, you just need to spec Graviton generators.

"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."

Oh I belive you, the sci char (I come close to playing as such) is currently stuck at 200 grav-gens. More than enough to bind the initial spawn in ISA not to mention all the spheres for fast team strike. Toon is around 30-35k in ISA on the Daunless which is much fun. CLR often informs that 10% of the DPS is related to the grav well. Problem is just with partcle gens and flow caps scis have some others stuff to spec into.

At the moment I’m not sure if I should spec more into grav gens by utilizing the new holding’s consoles. Problem is that it would mean giving up embassy ones with flow caps and plasma explosions. The explosions also do some 10% overall DPS.

Has any dedicated sci captain made comparisons between new research consoles and embassy ones?

For a non-beam boat, they are pretty good. They can really boost up your damage/hit. However, the loss of -Th from the embassy consoles may find you flying a bit more defensively, which could net a slight loss for DPS. Also, the embassy consoles buff the clouds from PEPT. If you use a PEP Torp, the embassy could still be better.

Personally, I switch between the two depending on who's on my team. On PUGs and 10-30k DPS runs I use the embassy consoles. If there is a known tank on the team, or if I am running with a higher DPS group, I sometimes switch to the Krenim consoles.

That said, my best parse (and all parses that came close to that best) were with Embassy Consoles. I can simply get away with flying more aggressively with them.

Back on topic, GW damage is fine. You can opt to either build on its pull or damage for PVE. Removing damage to add pull won't help much in either PVP or PVE.

Maybe reduce GW's cooldown slightly? it seems way too long without stacking things like All hands on deck.
