Multi-vector HELP!

Im playing my Fleet Advanced Escort [T5-U] and have no icon to put in the tray to activate it. Iv switch ships and then back took console out and put it back in. Cant think of anything else to do? (UPDATE ICONS POPED UP AFTER I JOINED A PVP).
