Loadouts won't stay after loading into mission / sector space / space

Hi, My loadouts won't stay in the action bars after I load from one area to another, I have to hit U, select ship, loadout, stations every time I go into a mission and has led to me running till out of combat to set them again before I can fight. Is there something I need to do to make them stay?
