This is on purpose. That is a promotional item intended only for low-level play. The TR-116B (available via Crafting) can be obtained at higher Mks, and upgraded all the way to 14/Gold.

And if you feel like dropping a few mil down the line, the TR-116B can be bought off the exchange, too.
Not all pre-order items are stuck though; in an earlier post soem dev (i forgot which one) said he remember he still needed to do the upgrade path for the Chromodynamic Armor.
That said, "only intended for low-level play"...I mean, so is a Mark II phaser, but it's still upgradeable?

Off the top of my head, I'd assume that it's exactly because it can shoot through walls that they wont let it be upgraded. Can you imagine how unfair an advantage that'd be in ground PvP content if your opponent could shoot you through the walls?

True alters don't have a "main". Account wide unlocks for all unique event rewards!!
As long as only the alt-fire shoots through walls, and it has a long cooldown it shouldn't be too OP. IMO they should make all the pre-order items upgradeable, or none at all.

Also who PvP's anymore? It's unbalanced as heck already isn't it?
Not really moot at all, since it's only a Mk II weapon so wouldn't do a huge amount of damage to anybody wearing higher level armours.
I'm merely speculating, but I'd say it's a fair bet that PvP players would have an uprising at such a weapon being made a valid 'end game' weapon.
