I'd like very much something which truly allowed for random generation of new races and new planets which is completely about 'seeking out new life and new civiliztions'. There are lots of empty spaces on the current map which coould do with some filling up.

I chose other, u said no bug fixes well what about a revamp of the current things, that PWE or cryptic or whoever asks their player base to put a list together of the things they do not like and it will be a monster list, and then the team can gather the list and prioritize what occurred more then once and is feasible to obtain in a certain amount of time, hereby improving the game while not adding to the pile.
And then u can do a round of bug fixes with the new team of Operational Support helping u out
And after that I would add another race or 2 and alot more on a mostly complete bugfree cleaned up game.

Unfortunately that won't realistically work, unless you want no dialog. Why? Because there are only 3 ways to do it:
A: randomly generated dialog that makes no sense
B: manually written dialog for every randomly generated planet, which would require too much time
C: the same basic dialog for every planet/race
Do any of those options really sound like something you would enjoy?
"Chaotic space intersects ours at the eighteenth dimensional gradient. Voyager entered through A trimetric fracture."
"The temporal surge we detected was caused by an explosion of a microscopic singularity passing through this solar system. Somehow, the energy emitted by the singularity shifted the chroniton particles in our hull into a high state of temporal polarisation."
"After we launch our target drone, the Defiant will have to generate a subspace tensor matrix in the twenty five to thirty thousand Cochrane range. Then the drone will send out a magneton pulse which should react with the matrix to create an opening in the space-time continuum."
The scripted dialogue in the source material doesn't make any sense.
Someone asked what I would like to see and I posted. I did not dwell on details nor did I intend to present to pwe/cryptic the whole thing all done and ready to plug and play into the game.

I would like to see dynamic battlefields in an open-world PvP environment. Kerrat is an example, but a poor one, of what this could be. Better examples would be CnH type missions in which each objective held provides benefits to a fleet over time such as Fleet Provisions or Fleet Marks, which would encourage fleets to go out and capture objectives on the map, holding them as long as possible.
Thus, Fleet A attacks a Space Station, (which has defenses which must be defeated.) A small fleet reward is given at this time.
Fleet A then sends away teams onto said station to capture it. This provides a larger fleet reward, and begins a timer which, after ten minutes, grants a tiny fraction of the reward, with more rewards coming every ten minutes the station is held.
Now Fleet B comes along and attacks Fleet A's defenses, be they player ships or constructed defenses such as turrets and station-mounted weaponry. Fleet B, if it assumes control of the station's space, (no defenders nearby,) gains a small fleet reward, and can now assault the station which is defended by the players of Fleet A.
Different station types can generate different bonuses, such that a Science Station may offer Research Provisions, and a Trading Station might offer Embassy Provisions, etc. Some stations, such as Military Shipyards, might have more defenses, and thus offer better rewards, while others may not be as strongly defended, such as a small asteroid colony, and thus would offer small rewards for capturing it.
A giant map littered with these objectives, (and with the opportunity to have many instances,) can generate a feeling of competitive and cooperative conquest for any player who participates, and generate rewards that entice fleets to attempt to hold as many objectives as possible for as long as possible.

Instead of another Expansion, I would rather have a Compression. Sometimes, I feel as though there is too much going on within the game; too much of the same to be specific. I would rather Cryptic focus on the games core, and further develop it from that.
Lets look at the factions; the Red vs Blue setup (eternal cold war) worked favorably, yet it never met it's potential. Instead of an expansion, I would rather see each faction be something truly unique. I've always thought the game to benefit from three whole factions (none of this micro faction rubbish), and each faction should play vastly different by comparison.
When playing as a Starfleet Officer, you should feel like you're playing a Starfleet Officer. If you're playing as a Klingon Warrior, you should again feel as though you're playing like a Klingon Warrior. I'd completely scrap universal missions in favour of faction-specific ones. I would add a third faction (in whole), be that the Romulans, Cardassian, Dominion or someone else (irrelevant at this point, but still).
I suppose what they could have done is create the game around the Klingon Faction, and two Blue Teams. Faction #1: The Federation; Faction #2: Starfleet; and Faction #3: The Imperial (not Klingon) Defense Force. Starfleet being the more militaristic side of the Federation, whilst the Federation being the exploration and diplomatic. Species should get their own introduction episode (Gorn, Andorian, Ferengi etc), and the Orion (and the Syndicate) have no business working with the Klingon Empire.
Knowing the fallout of DS9, I would have actually put the Cardassian as a C-store purchase (some bundle pack) for use by Klingon players, then the Romulan as a C-store purchase (another bundle pack) for use by the Blue Teams.
Loads I would do, obviously out of my control, and never going to happen because of existing progress. I still think though that the next step should be a step backwards.
Because as silly as it is... Id want some form of player housing... (quarters or otherwise) because it would be interesting to have a space that could be decorated and be completely our own. And it seems popular in just about every MMO its ever introduced into.
"Visit starship bridge"
You can have as many houses as you have active ships. Seriously though, I wish they'd expand the ship interior system to allow this kind of thing.
The starship interior is not even close to what Im talking about... (infact Id say we could lose ship bridges and interiors and be no worse off for it)... luckily someone else brought up the one game I remember fondly messing around with my house for hours on end... Star Wars Galaxies.
Now... Im under no delusions that a player housing system right out of Galaxies could be implemented, (though maybe if our fleet armadas are allowed to claim a colony world... it could be done... with full fleet cities with different houses and building sizes) but being able to purchase quarters on ESD or DS9 (or the myriad of other space stations in the game) and being able to decorate them with more than just trophies or gold ship models would be amazing... give every item (that makes sense, so no warp cores or deflector arrays for your quarters) a world visual like Galaxies (where just about every piece of loot could be used for decoration) and allow use something more comples than SWTORs hook implementation (which is just awful)... and I could spend hours just tweaking my quarters like I do my costumes.
*casts Bakudo #61: Rikujōkōrō on Rukia, then drags her off to the Foundry*
Playable Cardassian, Jem'Hadar and Ferengi in Joined Trill style (freeboaters, unlockable for all three factions) + Cardassia City (Imperial plaza) and Ferenginar (Sacred marketplace, Tower of commerce) adventure zones+ at least 5 new episodes (or cardassian story heavy revamp), T6 Keldon class and Jem'hadar battleship (they are already in game as npc ships)
