Elisa Flores bridge officer is missing from academy.

As mentioned in my title, I could not recruit her from the beginning because I was a player since Season 5. I was told we can obtain Elisa Flores by speaking with the contact at Starfleet Academy in the same kiosk Lt. Ferra and Personnel Officer are located in but she is missing from academy now. I remembered she was here some months ago. Oddly, K'Gan is still standing in the command center of the Klingon Academy recruitable by my KDF. Any advise?
