Unable to Claim Operations Pack Boffs on Romulan Character

I am unable to open the Delta Operations Pack Boff package on my Romulan science character, I do NOT have any of the Operations pack boffs on my roster, candidates list, or inventory (there is no 'overflow bag' button so I assume it's empty).
When I attempt to open the pack I get the message: "You may only have one of that officer." with the science intel officer icon.

I haven't checked my other Romulans, yet. I believe I claimed the officers on my Romulan tac a month or two ago without problems... will check Engineer.
