Can't donate to "Contract for Bartender on Starbase"

I have the "Contract for Bartender on Starbase" project going for my KDF fleet and it won't let me donate food or drink. I was able to donate a few of each, but I have a ton more that I've been saving for the project that it's just not letting me contribute. The description specifically says, "All Food(/Drink) Items can be used as inputs to meet this requirement." Unfortunately, this doesn't seem to be true. It shows the "Contribute" button as disabled like I don't have any food/drink.
  • This is for my fleet and not another fleet in the armada. I am the fleet commander and have all privileges. (Everyone has privileges to donate.)
  • I have tried donating from multiple characters in the fleet.
  • I have done a "Force Verify."
  • The problem is consistent across multiple computers.
