I have a little idea regarding PVP ... how about this:
Leave the open PVP zones as they are - so everyone can still use all these evil consoles and so on but...
...how about changing the queue pvp this way: everyone is using pre-equipped ships / standart ground equipment but with their own boffs and doffs, this way no one can complain about all these killer consoles and pay2win ships because everyone has the same e.g. white mark 12 equipment on their ships and only boff/doff settings and player skills would make the different and you can create as much pve stuff as you wan't without hurting pvp.
You could even expand it - e.g. that you get pvp xp by killing or getting killed and with this xp you unlock more ships/ground sets to use in pvp.
Hehe... you start with a Miranda and fight, fight, fight to unlock more ships to fly in pvp.
Well... just an idea. What do YOU think?

We were told that leaderboards like that were, and I quote his exact words because I remember them so well, "in testing and to be released soon!" by one of the Devs in July. Of 2010. All of the Devs conveniently forgot about to that and neglected to even mention or comment on that when directly asked about it in the proceeding months/years.
So then a player, Hilbert@mancom, decided to develop his own leaderboard. It shows detailed information, like match statistics, K/D ratio, DPS, HPS, highest burst damage, etc, and even includes a "style" rating based off of a few factors. It then provides a general ranking of all players, further broken down by top healers, DPS, (burst) damage, and class.
Embarrassing for Cryptic. Something they haven't been able to, or neglected to do, for years was done in relatively short order to a player - a player that was eventually driven out of the game due to frustration at the way Cryptic handles this game.
I hope hilbert is still working on rebuilding STO PvP in another engine (Unity?). Anything he does is usually way better than the awful sh*t that is beeing delivered by craptic.
As long as people like Geko (the tumor that is destroying STO) are allowed to work on this game - there is no future.

I've enjoyed the work of all involved STO Artists - you guys have always done a great job! Also, @heretic did a wonderful job on the entire DOFFing thing. It's a shame that the rest of cryptics team decided to always destroy your work with sh*tty mechanics, balance and the worst possible ideas.
There are some channels that have similar rules though. But granted not everyone knows about them.
I believe Vanilla PVP channel is setup for standardized pvp matchs.
I do really like you're idea of working your way up from a Miranda, and earning access to the next tier through gameplay.
To add a little to your idea (if you don't mind); What if it were possible to have a PvP Specialization, which could only be filled by earning PvP XP ?
Not that we need more *Power Creep*, but I think combined with your idea about graduating to higher ship Tiers would be pretty interesting, and give players a reason to PvP.
I know a lot of people don't enjoy PvP, but there is a core of players that still enjoy it.

The least they could do is give us a few new maps...
I'd enjoy an asteroid belt map, where you could duck being large asteroids to escape an attacker (and heal up for example). *You can kind of do this in the C&H map, but it's not really intended for duck and hide tactics...
Anyway I commend you and anyone else who is still trying to make PvP a better place.
Especially since there are still broken parts of the map that you can get inescapably stuck in (near/on the Starbase in the middle, for example).
Regarding new maps, rumor has it that the reason that we haven't seen any new maps is because they are simply unable to hook new maps into the existing PvP queues.
Why?
I don't know. Especially considering that the PvE queues use the PvP queue system - any map related messages/errors show up as [PvPManager] or [PvPSystem] (I forget the exact wording). There is no way that I will believe that they find it a waste of development time/not worth it to slap spawn points on opposite ends of existing PvE maps and give them to us.
PvP No wait Diplomacy, errrrr Exploration, um... I mean the Foundry aw TRIBBLE... DS9 is soooooooooooooo underdeveloped, making it sooooooooooooooooo not worth doing anymore.

a PVP tree of development. The more you play, the higher you rank. Hits and kills generate XP as does healing. You'd have to do a full 15 kills of course... to advance in PVP.
As you level, you unlock ships for pvp play only. You start off in a miranda. Everyone does. Then you select a branch "Escort, Cruiser, Science" Every time you hit a level and unlock a ship and a pvp skill, you get some bonus XP awarded toward your toon for pve play. There are no items that you buy from the exchange or the store. Your ship is fixed and set according to the pvp tree. The escort tree unlocks bonus weapon damage. The cruiser tree unlocks bonus hull and armour points. The Science tree unlocks bonus power. You bring only the abilities your toon has as a captain that’s unlocked as it levels.
What are the advantages? By playing a ton of PVP, the bonuses you unlock in PVP applies toward your toon. However, when you fight in PVP, all bonuses your captain has aren't brought to the table... only bonuses are from the PVP tree.
Then once you've maxed out the three basic trees, you then delve into the Pilot, Command and Intel trees where you unlock ships associated with the three branches. Again those ships are only playable in PVP. Pilot tree will unlock speed and turn rate. Intel will increase your sensors, perception and your criticals. Command will reduce your power drain, enhance your boff bonuses and reduce the cooldown of all pvp abilities.
What about the ship items?
Well, of course the ship has consoles. They would be generic and only something the ship would logically carry. There are no universal consoles, only consoles specific to that department. They can be only the consoles you can craft yourself. There's an added bonus to this. Your PVP level restricts what weapons you have access to, what consoles you have access to and what level they are.
This means you cannot start off the pvp with Epic mk XIV weapons. You have to level your pvp tree. Escort tree maxing out will allow you to max out your tactical consoles and your weapons. Cruiser would be engineering consoles and warp and impulse engines. Science would be science consoles, shields and deflectors. As you level your PVP player in general, they will rise in mark, but not rarity. To boost its rarity, you need to have a higher rank in the related tree.
When I say the ship is fixed, that's what I mean. You can swamp out weapons but only weapons you've unlocked. If you're only Federation, then the only weapons you've got are phasers (beam, cannon, turret, etc), photons and quantum. Other trees are possible to unlock. You start off with your faction’s tree then you can access the other faction’s trees as you progress. Once they’re unlocked, then you can use their main weapons.
Fed: Phasers, photons and Quantum.
Klingon: Distruptors and Photons
Romulans: Plasma weapons
Breen: polaron, Transphasic
Dominion: Polaron
Tholians: Tetryon, thermionic
Undine: Antiproton
Voth: Chrontion
Progress tree
How would that work? Simple. Each legitimate match you play, awards a point you can award toward the faction tree. The xp you gain from the damage you do and the healing you receive goes toward the skill tree you’re building under the tac/eng/sci tree.
The larger and longer the match (higher requirement to complete it) the more xp you get. 15 kills must be scored for a side before the faction tree gets a point. If I was to set up a match with 45 points required, when it was completed, I’d get 3 faction points. Win or lose.
Could this be abused? Probably but it’ll still take awhile and the points are only rewarded for the arena it was played on. Space battle? Only space points.
Ground is a different matter.
Ground?
Once you’ve completed the three trees, you then go into Special Forces, Heavy Weapons expertise and Medic.
Tactical: Bonus weapon damage
Engineer: bonus shields and armour
Science: Bonus to your abilities you bring in. Tac would get their redshirts for longer and for more damage. Engs would get a bigger, more powerful orbital strike with a reduced cooldown. Nanoprobe Infestation for sci would be amped up.
Special Forces: cooldown on all weapons including grenades reduced.
Heavy weapons: All explosive weapons (kinetic and physical) gain a bonus
Medic: Increased health and healing bonuses from hypos.
Each bonus one gains increases by 2 percent.
Each match of 15 points goes to the faction tree. It is entirely possible to unlock the other faction ships and weapons without once doing a space pvp.
However, each space match only unlocks space weapon level. You can’t max out space and then head to ground and expect everything unlocked and maxed out. Maxing out the faction tree only unlocks access to their items, just not its level and rarity.
As you level in the PVP tree, the bonuses you gain will then be applied to your toon for non pvp matches. You got a bonus 10 percent damage in PVP? It’s applied to PVE as well. You still retain traits though between pvp and pve. You still have the spec tree bonuses, but that only applies once you’ve reached level 50. Your skill tree is still carried over. As you rank up in pvp, so too will you gain the career path abilities. A level 1 pvp player with the tactical career cannot beam in the redshirts. Gotta level up first.
XP, as I said, is gained through damage and healing. So in a big match, it’s best to get in and fight and stay in the fight as long as possible and heal everyone, including yourself.

And you still dont get it. The game NEEDS power creep. PVE needs power creep. It is what cryptic wants. So, we will never have pvp in one way or another, is it more clear, now?
Besides, players keep buying power creep everywhere.. they are the ones who FIRST need to do something about it lol. Are the players emselves who are promoting the power creep, and you asking for pvp removing power creep? lol<..

Really, this is getting old. Power creep is what runs STO. That's what Cryptic wants, and that's what the players want. Like this guy:
So any suggestion that Cryptic should reverse their business model, going against what the players expect and want, is unrealistic and a total fantasy.
If you have a problem with Cryptic's business model, don't grind, don't log in and encourage everyone else to do so. If enough people stop logging in maybe Cryptic will notice and then maybe change is possible.
In the meantime threads like this are useless, just like the dozens that preceded it.

I can't blame them really. I've lived in their fantasy for a while, but then DR came out and I saw that their was no hope for STO.
