According to tooltip: "You gain situational bonuses, depending upon the compilation of your team. For each Player on your team, you will gain a different personal bonus depending upon their profession (Engineer, Science, or Tactical)."
Bolded for emphasis; there is no mention of a range limit to this bonus. Either the tooltip description is incorrect, or the ability is bugged, since bonuses from teammate's professions are only applied when the teammate is within 10km.

At the risk of otherwise derailing the thread, I'm about to ask what might potentially be a really stupid question - does Engineering/Science/Tactical/Intelligence Fleets have a distance limit? I was under the (perhaps mistaken?) impression that they did not - but if that's wrong, what's their operational limit? (And if they have no operational limit, does it stand to reason they have a disproportionately high performance cost?)

Could this trait (and the ground version) be based purely upon team composition? Similar to how Team Ambush Field (Omega set) or Tactical Readiness Network (MACO set) are applied team wide without distance coming into account?

I get the feeling there has got to be some way to do this better; If TF/SF/EF just go off and do their thing, would there be some way to make CST trigger the moment you join the team, and then act the way TF/SF/EF do from there?
