Epic Zero-Point Energy Conduit not getting crit

The Romulan rep universal console Zero-Point Energy Conduit should give a 2.2% crit bonus at epic but actual gives nothing. They funny thing is if I log in to tribble I get the crit. Sadly it has been like that for several months and after every patch I check and still not getting on holodeck server.
