Arbiter Battle Cruiser [T6] Missing Type7 Pattern in Tailor

Basically as in the title. The Arbiter has the Type7 Material, but not the accompanying Type7 Pattern. Repro: Go to Ship Tailor, select Type7 Material, notice that Type7 Pattern is nowhere to be found.
