why can't i open the beachcomber outfit?

I bought the beachcomber outfit for my KDF Rom. When I attempted to open it, it gave me an "You may only have one of a unique item." notification. This is a Delta recruit character so I never bought this item previously and the outfit is not in my tailor. What do I have to do to add this item to my tailor?
