Bulwark Wide-Angle Voth torpedo not upgradable

Hey guys, the wide-angle transphasic-chroniton torpedo that comes with the Bulwark isn't upgradeable. It's stuck at unleveled after you go to Levels 50-60. Is this a bug or is it intended?
