It's ridiculous that we can't get a Pilot or Command Sci, Pilot Cruiser, or Command Escort.
It's seems incredibly short-sighted to not allow all 3 ship types to have access to the new Specs. As a Sci guy, I completely ignored both Command and Pilot since I had no chance of ever using the BOff abilities.
(And, no, the JHSS doesn't count - it's an extremely limited lockbox ship)

Intel has so far been the Jack of all Trades spec, and sorta resonates with Science, but can be done just as well on escorts and cruisers. I'm sure we'll get a spec at some point that works with Science.
Hopefully the "Science Ships don't sell" line won't stop them from making it, as KDF are kinda hurting in the Science ship department and are almsot refusing to even try right now. At least according to the KDF players. I honestly don't know if that's true or not.

Really, the other issue is that there is no real Science-specific Specialization yet. Sure, Intel could serve, given all the debuffs and the Specialist Intel Analysis ability, but as mentioned by others, it's flexible for all class types rather than fitting a more specific playstyle (the way Command abilities better augment cruisers with their own support auras in a supporting role and Pilot abilities better augment mobile Escorts and Destroyers).
I do think they're biding their time with a Science Specialization though; releasing all those debuff cleansing/resisting equipment before they're rendered useless against super science abilities from a Science specialization. I predict that one of those skills will have the capability to completely ignore Starship Insulators and drain all subsystems to zero faster than a 400+ FlowCap Sci build, and another skill to follow it up is a large AoE similar to the Iconian Dreadnought's Abyss Gate. Except deadlier, and as a sort of long-cast nuke ability that follows after a solid rooting of an unlucky target (or targets), as Mage classes would in other typical MMOs (given that STO sort of tries to stick to that methodology). Another skill would be Feedback Pulse on steroids; ignoring all temporary Immunity buffs and hitting you as far as 15km away even if you tried to Rock 'n Roll out of range during an attack run.
