The planet Risa sometimes has a green glow when viewed from the Risa System.
Risa normally has a bluish glow, as shown below.

But sometimes the glow is green, as shown below.

The bug does not happen every time. On June 8, 2015, I beamed up 20 times from the resort on Risa to the Risa System. The bug was reproducible 6 out of those 20 times. When the bug does occur, its behavior is not consistent.
(a) Sometimes, the green glow is steady. Other times, the green glow flashes in and out.
(b) Sometimes, the green glow is replaced by the normal bluish glow after a few minutes. Other times, the glow disappears entirely.
Steps to reproduce
1. Enter the Risa System from the Beta Quadrant.
2. Verify that Risa has a bluish glow.

3. Beam down to the resort on Risa.
4. Click the "Beam To Ship" button next to the minimap. Then, click "OK".
5. Repeat steps 3 and 4 until you see a green glow around Risa.
