So I made another toon a little while ago logged in yesterday tried to use the pack and it kinda worked got my tactical officer and that's it. Went and tried to use it again to get the other two and it decided to say "you may only have one of that officer (science symbol) ". So I figured what about if I just go and discard the tactical one well that didn't fix it.
After that it decided to change its message and say "you may only have one of that officer (tactical symbol) and here we are now I submitted a ticket with the gm's so hopefully it gets looked at and fixed asap
