When you try to craft a component by clicking on the icon when you select a device to make, it limits the slider to a quantity of 2. If you try to make that same component by just clicking on that item, it lets you do up to 5.
Even though I had way way more than enough materials to craft 5 the slider only went up to 2. I didn't cancel the project but instead click the R&D: Projectiles school on the left then the Begin button to start the project for the component. I was then able to set the quantity slider to 5.
Edit: 100% reproduceable!
Steps taken to get a sure fire way to reproduce it:
#1) Choose R&D: Projectiles school
#2) Click the begin button for 'Superior Tech Upgrade - Projectile Weapons'
#3) Under 'Costs' above the 'Cancel' button click either component to be taken to the project for crafting that component. When you do it this way you can only set the quantity slider to a max of 2.
Example of how to avoid: when crafting a component choose it from the R&D project list instead of being taken to the project from a project that uses that component.
