kdf captain leaving risa appears around sol system

it's been a bug ever since sector space change, anytime a kdf captain tries to leave risa, instead of appearing outside of it you get put just outside sol system.

it may be related to how kdf captains get a different text box, only letting them beam down to the resort, not the classic beach. kdf side text box exit probably leads to the old map.
Now clowns, that's another story. They scare the cr​ap out of me.
We fight them too. Entire armies spilling out of Volkswagens.
We do our best to fight them off, but they keep sending them in.

    Possibly related, but I'm not sure - I've got a Rom-KDF character who's doing something similar; when exiting the Flotilla, the ship appears outside the Sol System instead of outside the Flotilla... Let me see if it's also doing it on Risa...

    "Depart System"... "Return to Neutral Zone"... and, yep, appear right outside of the Sol System.
