Trait slots not unlocked

I have a level 54 Science Captain. For her traits the level 30, 40, and 50 trait slots are still locked. The boxes have the levels listed in them. What do I do to unlock these trait slots? I submitted a GM request, my ticket ID #3,480,640.

Please help.

    Were you on Nimbus III when looking at your traits? I had that happen when leveling up a Delta Recruit while on Nimbus. The trait slot showed it was still locked even though I was the correct level. And even though I could swap out my traits while on Nimbus I couldn't use the new slot. I beamed up to my ship right away and was able to use the slot, then beamed back down and continued on. Probably the reason for this is because your character is downleveled to 26 if you're above that so the game doesn't see you at the level you actually are.
