I am not sure if anyone else has been experiencing this but I recently upgrade my card from a Nvidia 9500 GT to a GT 610, I know both those cards are not hte greatest or newest but I had no issues with the 9500 with the game,
Now with the 2GB 610 when I load up the game, and there is a 20-30 second delay before it allows me to issue any commands, it just stutters and lags...anyone know of a fix for this, i have played with graphic settings, drivers, and i can't fix the issue, even does it on safe mode.
Assuming proper installation, sadly no. Just out of curiosity where is this stuttering happening? Ground and/or space? Mission? I and several other documented people having massive framerate problems (since Season 10) on ground maps with lots of vegetation. Now this applies to my big, Nvidia powered desktop but strangely not with my laptop (intel integrated graphics). I'm suspecting that there's a major graphical bug live now that's causing issues with modern-ish Nvidia hardware (i've got a GTX 460) but until we get some support that's all that can be really said.
Hopefully a fix soon. Otherwise, well not being able to play [at least parts of] STO is a very strong reason to bin it.

I once used a Nvidia 610 2gb graphics card up til recently. I had no problems with that card and it's likely your card has no problems either, providing you installed it properly.
It could be that your graphics card problems have coincidently started at the same time Cryptic devs decided to bloat up their coding further and cause lag in game. There is a slight delay on clickable powers activating and some traits causing lag spikes in game at the moment.
If other games are working fine, then it's not you, it's Cryptic.
One guy told me to take off cinematic depth of field once. Makes no visual difference but at the start of season 9 it dropped a ton of my lag. Also, maybe try manually setting the graphics memory to 1024+ plus in advanced options. Although the 610 is newer, its lower-end while the 9500gt was mid-lower. What usually happens in cases like that is that the GPU itself is faster, but is paired with lower bandwith memory buses and sometimes slower memory. The 610 may be running with DDR3, while your 9500 may have had DDR5
