The Heralds are NOT the Iconians so your argument pretty much doesn't work, the Heralds are another Servitor race of the Iconians like the Elachi they are the personal servants of the Iconians.
And to be honest I find that the power of the Iconians to be somewhat exaggerated, if they were so powerful their Empire wouldn't have been destroyed by Orbital bombardment in the first place.
A herald Lockbox is inevitable, and when it is out no doubt people will cry DOOOM.

But they still aren't the Iconians, from a Tactical perspective considering we can match their vessels in fire-power it proves that they aren't as powerful as the Iconians are perceived to be,
I feel that the "Mystrery" of the Iconians made them seem more powerful then they actually are or else this war would have been over in the first 5 minutes.

Herald Lockbox is coming when the war ends post Season 10. They'll claim it as spoils of war the Lobi Crystal Consortium picked up. The Batim Raider (pilot) and Quas Cruiser (intel) will be up for grabs, as well as the blue AP weapons. The staves the Herald's use will be in the Lobi store (with new animations!), as well as a variant of their outfits. New kit modules based on abilities the Herald's use on the ground.
Just the typical stuff you'd expect from a lockbox. It's definitely coming. It's already in demand. It's even being worked on as we speak. :P
