Command Spec hull boost not working

As stated in the title, since season 10 Command spec's hull boost isn't applying to my characters, I've tried setting it as primary and secondary spec with no luck.
The character I've been testing most on is "Emma@AdamKafei".

Curious there, that both the 15 and 26 for Willard offer the same. Guess it gets into breaking down how that number comes about. Actually, the easiest way would be to check the difference between the w/o and either of the w/ vs. the base hull.
94874 - 87358 = 7516
Base hull for the Geneva at 60 is 55,000.
7516 / 55000 = 0.136654
The info for the 26 points in Command stats it's +13.7%, which would be that number.
So it appears that whether it's slotted as Primary or Secondary, you're getting the full boost for how many ever points you've put in to it. I can't remember which way Cryptic decided to go with that.
Can also check the T5U B'rel, though it doesn't have 15+ going for it.
46280 - 44488 = 1792
1792 / 33000 = 0.0543
That's curious, though, cause that should be +5.7% but is only giving +5.4%...hrmmm.
D'oh, /facepalm. Meena's only 57...she's not 60, so it's not 33000. D'oh!
1792 / 0.057 = 31438.596 which might be around where the hull is. Let me check.
134 Structural Integrity = 140.6% increase.
44488 / 1.406 = 31641.536
So it's in that range given some rounding. So that one checks out as well.

What boats are you having the issue of the Command Specialization not boosting the hull and where was it being checked?
