None of the abilities listed are from the Captain Training Manuals... they are either from the merchant/vendor or restricted to be found only on Bridge Officers.
hate to break it to you but some of us don't care what traits he has and would just love to shove him out an airlock or turn him into soylent green.... err a PADD
2) Give him special dialog in every single mission, not just the first few sets.
3) Periodically during space combat or even ground combat, have him periodically say random phrases, even simple things like, "Tovan here" or "This is Tovan" or "You seem to be at 50% hull strength, captain! Click here for more info!"
4) To keep him unique, don't allow his outfit or look to be customized.
5) If not used as part of your away team, have one of your other bridge officers get beamed back up as he beams down to join you.

Yes, I think all of these would make Tovan much more enjoyable.
Incidentally, players exploiting the now-patched loophole that allowed him to be turned into a training manual have proven that the "he's too integrated into missions, dismissing him would break the game, too much work to make it possible" -excuse is almost completely false. If dismissed, the game would automatically use another bridge officer instead and the only "break" is that the officer used would get called "Tovan Khev" in some missions.

Of all the things that needed work, they wasted time on that. Something that didn't affect anyone not dismissing him, did not render the game unplayable (indeed, anyone that dismissed him probably did so to make it more playable for them)...
Unless packing 1 more SRO into the roster gave a massive advantage I'm not aware of... yeah. Their priorities are borked.
They could have been fixing ANR to actually, you know, spawn ships maybe? But they opted to patch their Marty Stu instead.
So in principle we can't remove T-boy because of the storyline. How about using the storyline to get of him. Say, the devs could write an episode where he dies heroically by jumping into a singularity core and gets ripped apart by the tidal forces. He could even get a hero's funeral back in new Romulus. I'm sure a lot of tears would shed on his grave.:D
Actually that isn't entirely correct. Players that have managed to unlock either the Legacy of Romulus Starter Pack or the Legacy of Romulus Legacy Pack get extra boff slots that can be claimed in the tutorial or immediately after exiting the character creator.
As those could be claimed with or without Tovan Khev, it's irrelevant to my answer. By default, you only get three BOFF slots to do as you wish. You can point that out fine enough, but that fact really didn't "correct" anything that I have said.
As others have said - for me, it's not about his build, his traits or his utility. It's all about being able to have bridge officers of my choosing and to tell/imagine my own stories.
The problem I have with him is that it'll make my crew less unique, because everyone else has him. By the by, I'd love to see the other BoFFs you get to be purple in nature. I'm unsure if it's even something worth looking into these days, since everyone can learn practically everything.
So, I guess it's for just traits?

Flores and G'Kan (Sp) can both be dismissed... you can always reclaim em later at a specific npc at their respective academy.
Where do you get G'kan? I don't get an option on my KDF character from any of the NPCs at the Academy to acquire him, I had no problem picking up Flores on the fed side.
Edit: NVM, eventually found him by accident, it's an un-named NPC that's not marked on the map.

K'Gan is in the Klingon Academy. Go to the room where the Exchange is at. As you enter, go to the left platform. K'Gan is standing there to claim. He should have already been rewarded to you as part of the tutorial but if you missed him somehow, he's there.
I think a good solution would be if they let you hide BOffs.
My problem is that I have too many because I collect theme away teams. On my Fed captain, I have an all Gorn away team, all Orion away team, all Aenar away team, working on an all Hologram away team. These are usually in addition to my space BOs. Most of these guys don't see use except once in awhile when I'm feeling like I need to shake things up.
Tovan haters hate having to see Tovan.
Maybe if we can get personal starbases or something down the road, we can send BOs there and they can be "hidden" from active roster.
Seriously though why can't they set forum threads to auto-lock after a certain number of days without activity? Show us why moving to Vanilla was neccesary...
The only way to solve the Tovan equation is to allow for his complete and total deletion. Until then, he will be my fleet's command toilet bowl scrubber.
