Temporal Beacon bug

I opened a Temporal Lockbox and got a container which yielded a 'Temporal Beacon - Medical Assignment.' The item has an Info option, but no Use option. Double clicking just gives me an error box telling me that the item cannot be equipped. It's supposed to start a duty officer assignment, according to the description. The item is unbound so I tried it on a couple of my other characters, but with no luck. Anyone else had this?
