It is a tactical ability but the cd is not reduced by reciprocity which works on tactical boff skills.

    from what i know it also doesnt share cd with other tac ablities (at least some ppl in kerrat say its like that - what wouldnt be a new bug on a new ability)

    Activation doesn't cooldown captain abilities via all hands on deck either
