Oh well, keeping in mind this is a problem that affects people since years ago and in several ocassions they said they were looking into it... just saying.
Framerate issues affecting New Romulus, Risa, and the FED revamp missions started with season 10 (and as an update to cryptic, yah still a problem).
Season 10 started in April.
Last April is not "years ago."
I wonder if we'll have any hope of this being fixed by the next summer event...one can dream.

Maybe for you, but a lot of players have been experiencing performance issues in those places for years. Because the bad optimization of the UI affected almost every single player in major or minor measure since LoR. A lot of players have performance issues but if they deactivate the UI, they gain a major boost to performance. And this always happened in STO.
You didnt have absolutely no performance issues before season 10? congrats. But again, it is your case not everyones.
Everything got worst after season 10?? of course, it is the logical evolution of not doing things right. And the next year things will be even worst.

But you should probably ask yourself, how helpful is it being to hijack a thread about a very specific glitch (or set of related glitches depending on the precise cause) to complain in a very nonspecific way about a general category of video game performance problems as they've manifested themselves with STO? Well, to put it simply it isn't. That's what the general discussion forum is for, not the support forum (see. bug reporting).
If you have this problem, provide technical details. If you don't, well still provide those details to narrow down the possible causes (beyond bad coding, this is after all only affecting some people). How you feel about not having this bug, but having had similar problems at some time doesn't get us anywhere.

So, am I to gather that the problems I am having on certain ground missions (some of the ones listed thus far) are because, still, months later, Cryptic is using a "faulty" version of PhysX that we cannot change, cannot disable, and severely harms the performance on competitor's video cards?

My answer is fully related to the post title. Since years ago ground maps have showed fps performance issues. It is not new. With DR things got worse, but this already happened before lol. Im not talking about anything else and i am not talking about something any old player didnt experiment before. It is exactly the same problem, but agravated. And all of it comes from the same thing, the game engine. And no, this cant go in "general discussion" forum. It has nothing to do with it.
Well, i just came back to STO a month or so ago. And I am experiencing major FPS lag in New Romulas Command and alot of the Patrol space maps and a few episode maps as well.
New Romulas Command I am down to about 9 fps, ESD about 18. Certain space maps I am getting around 8 to 15 fps. But then most areas i am fine, running about 60+ FPS, including sector space of course.
My system is as follows..
Video: ATi Radeon R9 290X 3gb
Processor: AMD FX 8120 8 core running at 3.2ghz
RAM: 8gb Corsair Vengeance running at 1600mhz
Windows 10.
I have been hearing about a coding problem with STO, though i am not sure and would like a DEV to give us some answers, had to skip alot of content due to the unplayability.

This covers the fact that THE MOMENT SEASON 10 HIT THE GAME maps like Risa and New Romulus STARTED experiencing significant slowdowns, likely because of a NEW bug related to rendering a specific type of vegetation.

This one is quite specific. On the ground map for the mission "Kuva'magh", and one of the generic alpine maps still available in the foundry, you can actually get around the slowdown by disabling high detail objects, ie. the grass. It seems that the rendering of a specific class of object was basically broken with the season 10 update and hasn't been fixed yet, not because of any general principle of game development, but because not all users are affected (its hardware specific, and I think specific to the CPU type).
Not enough whining, not enough developer reaction. That's all I can really say about it. Maybe they'll fix it but considering this no less than killed the summer event for some people I doubt its a high priority.

I can confirm that there are still issues with major FPS lag in New Romulus Command and a variety of other space and ground maps. I have had to disable Anti Aliasing, and turn off several other detail options to gain maybe 3 fps in those certain maps..but it is still bad. Is there a fix in the works for this problem? Seems to be associated with AMD CPU/GPU set ups like mine.
I currently run the game on an AMD system. I have the AMD FX 8120 8 core processsor, for video I use the Radeon R9 280X 3gig, and I have 8 gigs of Corsair Vengeance 1600 RAM. I am running windows 10, but have been experiencing these problem with windows 7 as well, so its not an operating system issue. Seems to be the game's coding and working with AMD components..I do not know and would appreciate a DEV throwing in a response.
I also recently returned after a ~6 month break. Game was fine back then but now I'm encountering this poor performance problem, too.
Also, after ~20-30 mins of gameplay, CPU usage will randomly spike and cause everything in game to lag. Restarting the game client is the only way to fix this problem.
I know I'm reviving a dead post but, really, still no fix for this!!!

I'm also going to point out that with the Guardian of Forever ground map affected this glitch may also hit parts of the upcoming expansion.
