Rally Point and Predictive Algorithms

In short, Both Rally Point and Predictive Algorithms do not properly remove "all" debuffs like they say.

Predictive removes none

Rally point doesn't remove things like Subnucleotic beam.

These are small things that could be easily fixed, thank you.

Hey Vex the part about the intel tree trait i made already 1h after they released the patch and to actually my suprise they acknowledged the info on it

but wont fix it in todays patch
