I've crafted three full AEGIS sets, one on each of my Tactical officers:
FED: Gendou
KDF: Genshi
ROM: Gensei (Fed/Rom)
All of them are bound to character instead of bound to account.
I've tried passing them through the upgrade system. They're all Mk XII.
I thought S10 would repair these items that are set to Bind to Character, but they're not.
they are supposed to be account bound.
I have the pre crafting change ones and they are definitely character bound - I had haped that they would also be account bound.
I haven't bothered crafting new ones so far - but wanted to do some soon...well...guess I won't do now

KDF Roms: 3 tacs, 1 eng, 1 scis
FED: 2 tacs, 1 eng, 2 scis
TOS: 1 tac
all on T5 rep (up to temporal)
all have mastered Intel tree (and some more specs Points)
highest DPS: 60.982
I can confirm that new-crafted ones are account bound (well, the ones I made shortly before S10 dropped are - I don't know if that changed anything), but the old, character-bound ones have not been updated and IMO are not likely to be.
Doesn't matter how many sets you have sitting around in your old main's bank, unused - if you want to outfit a new character, you'll just have to pony up and make more.
The fix happened before season 10, but the notes at the time said it would only be fore newly crafted items it was not a retroactive fix for existing items.
So I'm afraid the fix is "working as intended" and you'll need to craft or buy new Aegis gear to get account bound versions.
