No discount for the fleet pathfinder?

I noticed that to buy the fleet pathfinder I would need to use 5 modules even though I already bought it. Is this intentional?

    Do you have a regular Pathfinder in your inventory on that ship?

    If not, Try Claiming one, and then going to buy that Fleet one.

    See if that works. :)
