New lockbox boff powers untrainable despite owning manual

As title says, all 3 new lockbox boff powers cannot be trained in the skills menu of your bridge officers, even if you own the respective manual. They do not even appear as an option.

    We're aware of the issue, and already have a fix made internally. It will appear in our next patch to Holodeck.

    In the meantime, hang on to any Training Manuals you get, as they will be fully-operational after the fix is in place.
