Let me give you another factor that's going to heavily play into this; If you're using Beam Overload, you're using the Beam Overload Penetration DOff (Energy Weapons Specialist). Everyone that uses BO uses that. They go hand in hand.
Now, BO has a 100% CrtH. You're going to get hammered from that. But thanks to the DOff, you're get hammered by the "free" BO 1 with an extra 30-35% shield penetration.
That's nearly enough to pop you right there, let alone what the other weapons your attacker is using are doing.
The Double Tap was removed because it was deemed OP, by the Devs no less, back when it didn't crit 100% of the time and it drained weapons power - there was opportunity cost there because it required clever power management; either the use of batteries (long CD), Marion Francis Dulmer (DEM DOff) and using DEM on ships with limited Eng BO abilties, or other tricks to make it work.
That was opportunity cost; giving up your only Lt Eng slot (and consequently a huge chunk of healing potential) and 1 out of 5 DOffs for a hilariously underpowered ability with a long CD, for the sole reason of using it's DOff, just to have an 8 second window to get both BOs in. Here, there is no opportunity cost.
I thought this was Star Trek Online, where we're flying massive capital ships, not Starfighters Online where you're snuffed out in the blink of an eye.
Borticus should play 1 PvP arena match each day after S10 is released and see how he likes being on the receiving end of a vaper's alpha strike. Too bad he has to watch gameplay videos before admitting there is a problem.
I've said it before. Instead of creating more chaos with new things, test them using some of the best players out there instead of average builds. Also, fixing the non-tactical abilities like acetone beam, photonics shockwave, and other rarely used abilities into usefulness would help.
You can't come up with the same junk (DPS/resistance/heals) over and over each season without constantly creating unbalanced junk.
Personally, I'm excited for the new Xindi ships, but I have concerns:
1> OK, never mind that the Terrestrial Lockbox said that "Finally, all five Xindi species are united", & then conveniently left out the Arboreal ship. I suspect that Cryptic will be releasing something for the Arboreals as yet another limited-time-only reward, from DOff packs or R&D Packs.
Although I get WHY they do this, these LTO ships are coming too fast for me to keep up. I've still not recovered financially from the Sheshar R&D Box, & I failed miserably to get a Jem'Hadar Strike Ship, & now, if they do come out with another R&D box event for the Xindi-Arboreals, I'm going to miss out on yet another ship (worse, on a ship that I'll need for my Xindi collection).

2> From a storyline standpoint, isn't anybody other than me bothered by the fact that the Xindi's principle defenders/enforcers (Reptilian) & their technological powerhouses (Aquatics) currently have T5-U ships which will be outclassed by the T6 ships of the less-aggressive Primates & Arboreals? Even the Insectiods ships were supposed to be less-fearsome than Reptilian ships (in "Enterprise", it took Enterprise & Degra's ship working together to defeat a single Reptilian ship, & later on, a single shot from a Reptilian ship destroyed an Insectoid vessel).
I'm glad that the other Xindi ships are being brought out, but I think the Repilians & the Aquatics got the short end of the stick on this one.
The lockbox has some interesting things in it, for sure, but I confess, I was very much hoping for an Arboreal or (dare I hope?) an Insectoid bridge officer to add to my ship crew(s) alongside my Xindi-Reptilian.

This was my hope as well. We've already met an Xindi Primate in one of the missions, and we know they can easily be created in the Alien Generator (yet a specific one would have been nice); as per an Insectoid, they've managed to do the Tholian justice, so it's not out of their (Cryptic's) capability.

Well I wouldn't say they're "obsolete" by any stretch of the mind. They're still fully functional and quite powerful.
They're just not the best anymore. That's what happens with every release in STO.
That's called Power Creep, and the Devs appear to have no plans to curb it or control it.

A broader niggle i have with the lockbox names is calling the 1st one amphibious. The xindi aquatics were clearly water locked, and as for the reptilians? Their anatomy looked wholly terrestrial.

I wonder what the drop rate will be for these BOff abilities. Will they be rare enough that they won't be worth deliberately opening lockboxes in the hopes of getting these or would they be often enough that they'll be dirt cheap in the Exchange?
BOff abilities in lockboxes may become a big cash cow for Cryptic, so I understand why they'll be doing it. It won't be that much fun for us trying to get them though.
That said, the Kemocite-Laced Weaponry may be good for torpedo builds (it always procs on non-energy weapons right?). Depending on how good it is, I may want it, but I won't gamble on lockboxes for it. I'll find it on the exchange when prices mellow down.
Will the Plasma Bio Torpedo resemble the large plasma balls the Unimatrix ships spawn? Are they modified by particle generators and torpedo consoles?
The newer Xindi ships will be T6. It says so on the article. It's only the previous ones (Aquatic & Reptilian) that will unfortunately remain at T5/T5U

Heh, pedantic or not, it's a bit... daft of them. Reptilians have nothing to do with being Amphibious. Cryptic should have gone (simply) with Xindi Alpha Lock Box and then Xindi Beta Lock Box. If they do a third one, then Xindi Charlie Lock Box, Xindi Delta Lock Box, Xindi Echo Lock Box (etc)
Regarding the "double tap" on the Superweapon Ingenuity trait: It can only happen once every 30 seconds, and even with 3 purple energy weapons BO Pen doffs, it's still only a 90% chance of activating the extra penetration. Meaning it can happen quite often, but won't be certain...Any more than 3 and a( you're an idiot for spending that much or b) you don't care for any sort of balance in PvP and want to be the ultimate best.
Or c) and you're an absolute idiot for wanting to do that much crit without working your way through the shields first.
Yay, another lockbox to waste away money while trying to get those ships, yet get nothing but duty officer packs and Lobi.

Just put the ships in the c-store, and stop with the box TRIBBLE. Last lockbox ship I have tried for was the Temporal ships. I have opened almost 100 of them, and gotten only the Aeon shuttle. A shuttle I didn't even really want.
These boxes are just another thing for those rich kids to waste away their money on.
