Romulan : wrong faction for the Photonic BOFF (DR reward)

I'm pretty sure it's not a bug, but just laziness from Cryptic, but anyway, it shouldn't be.
The photonic BOFF awarded by the Delta Recruit story completion, as a Romulan, is from the allied faction, not Romulan. Which means, while he have access to fed/KDF costumes, he doesn't have access to Romulan costumes.
Which so ridiculous, because you can technically make a Kobali from him, including the complete armor, but not a Romulan.
Anyway, on this screen, you can clearly see it's a "Starfleet" BOFF.
And on this one you can see he only have access to Fed costumes. On a side note, unrelated, the "wrath of khan" option on this screen is flickering between 2 positions.
I don't ask much, just unlock his restriction to unlock Romulan stuff.
