multiple copy Torpedo Abilty bug

I have two copies of Torpedo spread on my build Torpedo Spread 3 and Torpedo spread 1. Every time I hit either Torpedo spread 1 or 3 the other or one goes on it's 15 sec cool down like it should while the one i clicked goes on it's 30 sec cool down. The Problem I am having is after the the copy I click goes on it 30 sec cool down I can not use the the other copy until that 30 sec cool down has run out even though the 15 sec share cool down has run out both copies stay greyed out until the 30 sec cool down is over. This is a series bug for any one that uses torpedoes as it makes having multiple copies of of torpedo abilities useless. Is there a work around or fix for this bug?
