Delta Recruit Bridge Officer

I created a Delta Recruit and went all the way up to level 50. I then went to make a second toon during the CXP boost. The bridge officer you get vanishes when you open the box. I tried many times to recreate the toon and there is no change. It was a Romulan level 10. I know several people that had the same issue. Were these officers intended to be locked till you reach a certain rank?

    Quick question. had you chosen a faction yet?

    Press U go to stations and on the bottom click view applicable boff candidates. Should be there most likely.

    The officer did not move into the candidate list, he isn't in my inventory, and he isn't in my roster. He just vanished.

    My toon is not aligned yet. I was thinking that might be the reason why, but I would think there would be a lock till you get to a certain level? That would avoid the issue. I will have to delete this toon again and reclaim. Then I can just hold onto the box till I pick the fed faction later. I was just hoping somebody might know for sure if that was the issue or not. I don't like deleting toons.
