Is there a captain skill that determines the DPS from a pet (carrier) or summon (fleet support, photonic fleet, nimbus distress call, etc)? Or are they all dependent on your own DPS?
They are dependent on their own and no captain skip or gear modifies them offensively.
Engineers get a trait to give them more defense, but none for offense.
Both ground and space the only way to improve their damage is to reduce enemy resistance (fire on my mark, disruptor proc, etc) or use a buff like tactical team or an attack pattern on the pet.
In space, pets have low accuracy, so trapping the enemy in warp plasma or a tractor beam drops their defence and allows the pets to hit more.

There is neither. They have their own gear, their own bad AI, and their gear, abilities, base stats, positioning, and longevity determine their dps.

For those who don't know what the above poster is talking about, APB does not !ean "all points bulletin" but attack pattern beta. While this is active any enemy you shoot has its armor reduced (possibly going negative) thus boosting damage for any fighter or teammate, who shoots this enemy.
The tholian carrier (recluse) is a triangular ship that comes from the lobi store. It has unique pets that use both attack pattern beta and fire at will, thus putting four stacks (one for each pet) of the APB armor penalty on everything near you. It is also a powerful science ship and can use its own beta and other powers.
That said, often attack pattern delta is better for a carrier. Delta is a tank pattern, that gives you armor and reduces rthe armor of anyone who shoots you. Pets are fragile and die easy. If you use powers to get aggro onto yourself (or in missions when you're alone anyway) it provides a higher armor penalty Thant beta, gives you survivability and keeps your fighters alive longer.

Besides what's already been mentioned, debuffs like eject warp plasma, ionic turbulence, tachyon beam, tyken's rift, grav well.
Not quite true, as equipping certain flight deck officers can increase their accuracy and/or damage.
Also the 3-piece Obelisk set has them use weakened Emergency Power abilities when you use them.
