Since Delta Recruit Going Live=Federation Type 2 Phaser Cannot Be Upgraded.

Since the Delta Recruit event went live, the mission rewarded Federation Type 2 phaser can no longer be upgraded. Previously, it was able to be upgraded.

    Just found this out the hard way. Was hoping to upgrade it with my DR. :(
