What happens: you sell ZEN at highest price possible and instantly get your Dilithium. You used to have to wait till someone bought your Zen before you got your Dilithium, now not anymore
What this means: Everyone selling ZEN will only sell at ighest price, meaning that ZEN price jum from 180 to 206 or so is in fact down to a bug.
Please let me know if I am wrong. But I am afraid, I am not (otherwise I wouldn't post here).
EDIT: it seems to be working as intended. My memory seems to have left me and the market is crazy :P

While the top 5 seller offers listed, is how much zen people are offering to buy atm and, are instant as well. [Only if you are selling zen though]
Now, with that said.
If you are buying zen with dilithium below the top 5 buy offers, than your dilithium may or, may not go into a pool according to the timeframe you deposited it.
In other words, sometimes it can take awhile for all that dilithium to be bought up, by people selling their zen at the below top 5 sales margin.

But as it has slightly dropped again (202 today, 206 yesterday), it may be working as usual.
Lowest I can remember was 84, used to be around 150 or so some time ago and 170-180 recently. So I thoguht the recent quick climb may be down to a bug.
But I guess then its just the market

The big ? is, why would you buy zen w/dilithium at the highest shown sell price?
Normally, you would buy at the lowest shown and, not the highest!
When buying Zen you will always buy it at the lowest price being sold. For example: if you try to buy Zen at 300 but the lowest price available is 200 then you will instantly buy it at 200 dil each. If the lowest price is 200 dil each and you try to buy it at 199 dil each you may have to way a while for your purchase to go through because nobody is selling at 199 at that moment.
Same thing goes for selling Zen but the opposite: you will always sell instantly to whoever is offering the most, even if you try to sell it for less. If the highest buy order is 199 and you try to sell for 200 then you have to wait until someone pays your price.
This is always how it worked as far as I know.
Because of the way it works if you were to place a bid at 25 dil each to buy (which is the minimum), your order will never be fulfilled because zen is always sold to the players who offer the most dil for it first. Placing a buy order of 25 dil each is convenient for transferring dil between characters since you never have to worry about accidentally buying zen and having to resell it (though that would be a huge profit and is probably why the exchange works the way it does).
